This is the Villain CW's Arrow Needs

The Status Quo (Also, Spoilers for the Show(s) Throughout)

Watchers of CW's Arrow, we have been spoiled. We were given a straight, menacing Malcolm Merlin in season 1, a terrifying and brilliant performance of Deathstroke in season 2, and nothing has ever quite reached up to this antagonist charisma. Al Ghul was fine but lacked charisma and Dahrk was hammy first, deadly later. The Flash had an amazing villain in its first season and a terrifying (if a bit confusing) villain in its second. Vandal Savage is, in my opinion, just passable in Legends of Tomorrow (it doesn't help that his first real introduction is being beaten).

I propose a relatively minor character for a main antagonist role, Prometheus!

Who is Prometheus?

Known only as Prometheus, this is the second character to don the alias. He is the anti-Batman down to the point where his criminal parents are killed by a cop only for him to watch, causing him to go on a journey to make himself a weapon to destroy justice wherever he found it.

Prometheus has no super powers, only a genius level intellect and ridiculous fighting training all amplified by technology. Most notable among his gear is his helmet. He's able to download the world's best martial artist's fighting styles and use them as his own, as well as knowing what moves said individuals will make against him. This includes Batman and Lady Shiva (who to non-comic readers is pretty much the defacto best hand to hand fighter).

His suit gives him above-average armor and includes things like strobe lights to either throw an opponent off balance or even hypnotize them (as he did with Huntress), or to generate a chameleon field to impersonate another individual. He's also able to produce a 'neural chaff' which causes opponents to lose concentration (particuarly useful against Green Lantern).

He carries a variety of weapons such as guns with ammunition to disable one's atoms (which causes Martian Manhunter to dissolve into a puddle of goo because of his shapeshifting abilities), as well as ammunition that can hurt a Kryptonian. He also possess a high powered nightstick capable of destroying boulders easily.

Most importantly however, he, like Batman, creates a multitude of plans designed to take out a variety of different superheroes in mere moments. He is only as good as his prep time, which in the past has allowed him to defeat numerous characters such as Batman, Green Lantern, Steel, Supergirl, Martian Manhunter, and the Flash. Often times he's beaten only because he has yet to prep for a specific character.

After this, he had utilized devices to teleport parts of large cities to create massive destruction. Some of these devices ravage Star City, killing Roy Harper's daughter. Once he is let go by the Justice League in order to stop the ongoing killing, Green Arrow tracks him down in his home and executes him with an arrow to the skull (pictured below).

Feats

In fact (pictured below), Prometheus severs the arm of Arsenal, forcing him to later utilize a mechanical replacement (similar to future Green Arrow on The Legends of Tomorrow). After this, he had utilized devices to teleport parts of large cities to create massive destruction. Some of these devices ravage Star City, killing Roy Harper's daughter. Once he is let go by the Justice League in order to stop the ongoing killing, Green Arrow tracks him down in his home and executes him with an arrow to the skull (pictured below).

So, How Does Prometheus Fit into the Universe?

With Flashpoint occurring in its sister show and Supergirl soon sharing the same universe, the world should be a fertile place in acknowledging and even celebrating superheroes. The Flash and Supergirl are already venerated and with Green Arrow creating a larger cast of supplementary heroes. As Prometheus isn't just a big bad, but rather a character designed to take out superheroes, would it not make the most sense to have him cripple and cut his way through the various venerable fighters in this universe with his motivation to 'defeat justice wherever he finds it?'

In contrast to how Arrow S4 presented the big bad right at the beginning, Prometheus shouldn't be shown right off the bat. Having a new group of foes running about, specifically targeting superheroes (perhaps staging crimes only to turn on the heroes) would be ideal, all being led up to a mastermind named Prometheus. Maybe even have one of the new heroes joining Team Arrow to later be revealed as Prometheus.

In the comics Prometheus finds and murders a junior vigilante named Retro before impersonating him. Having a similar occasion would make Prometheus's actual reveal much bigger once the viewers discover that one of the good guys is a traitor. The reveal may even kept away from the main cast, similar to Wells/Eobard in Flash S1. Perhaps have Prometheus/Retro kill off another C list hero to keep his plan together. Have a handful of other villains act as his lieutenants act as the face of the villains until the reveal has been done properly.

As for his plans, it's to create chaos and most importantly, to tear down any superhero establishments. Let Star City be on the upswing for a change and the villains are trying to upset the status quo. Since Oliver Queen is now mayor, there should be some form of political assault on him to.

Then, we need to have Prometheus go ham on the main cast of characters. Being able to beat down Green Arrow man to man, taking down a returned Diggle, corrupting the technologies of x or y, and so on. Have him take out the Flash by tracking his speed in a crossover episode and taking out Supergirl either by using anti-kryptonian technology or holding others hostage. He does not need to kill anyone to make his presence known, but he does need to have some kind of unplanned intervention by either an antihero (despite being beaten by Prometheus in the comics, Huntress would be perfect for this) or a returning Roy Harper with style (and maybe a family? Though let's avoid fridging characters like Laurel arguably was).

Once Prometheus is out in the open, the tone of the show needs to change to finding him. Prometheus is on his heels, attempting to find contingency plans. Staying true to the comics, have Arsenal and him square off for round 2, only for someone to lose an arm. Later on, have events play out similarly, having a grand battle with the heroes as the climax. He will held by the authorities before being let go when his city destroying weapons begin going off. With the dust settles, then Oliver Queen tracks him down finally and simply murders him. This all doesn't have to be the final episode so much if the pacing is better served to deal with his fallout and likely resignation from being the mayor (and possible outing of his secret identity, although this has been done most of the seasons).

Arrow has already drawn so many comparisons to Batman, particuarly with a rather large roster of characters that are shown in Batman comics. Not only is Prometheus an 'evil Batman' but he already has so much history with Green Arrow and his allies in the comics. Prometheus would be able to utilize some of the best features of past villains. Deathstroke's physical intimidation and ability, Merlyn's urban destruction, Reverse Flash's secret identity, all while avoiding the super confusing plots of the League of Shadows and the magic shenanigans. Prometheus is a villain who exists to take down heroes. I would think such a grounded character is what Arrow really needs right now.
